Business Development Agency - Ozersk

Title

Setting up of a Business Development Agency in the Closed City Ozersk.

Objectives

The purpose of the project is to carry out market research and the preparation of a three year business-plan for a new Business Development Agency in the Closed City Ozersk to provide business support and develop the economy of closed territorial formation Ozersk.

The main objectives of the Agency would be as follows:

  • To stimulate the formation and growth of small firms in Ozersk leading to the creation of new employment, particularly for personnel of the nuclear weapons complex, which is expected to decrease in size over time.
  • Support the attraction of new investment to the City.
  • Increase the tax revenues to the budget of the City Administration.
  • Broaden international cooperation.

Summary

The City Administration of Ozersk and the Federal Enterprise "Production Association Mayak" wish to establish a Business Development Agency (BDA) to support the development of enterprises in the City leading to the creation of new and sustainable employment, particularly for former employees of Mayak.

The main benefits of setting up an independent Business Agency in Ozersk would be:

  • The provision of targeted services to support teams, projects, spin out businesses and other innovative and export orientated businesses;
  • The availability of a small highly trained and commercially orientated team dedicated to providing targeted support to qualifying businesses;
  • Engagement in external promotion and network development work to attract new investment project and help Ozersk firms to enter new markets and raise finance;
  • The proactive provision of information, advise and training services to stimulate entrepreneurship and provide focused support to assist businesses to grow;
  • Support to the City Administration in the development of a citywide economic development strategy designed to make best use of its economic assets.

Cost

The DTI is funding a contribution of £ 263,607.

Duration

48 months - starting September 2007.
